The Polar-Over-the-Horizon Radar will provide missile tracking and data to the North American Aerospace Defence Command (NORAD), which has expressed concerns over cruise missiles.
The system will operate 24/7 with limited shutdowns for scheduled maintenance and is expected to be fully operational in 2033.
The Canadian government has faced criticism over the growing secrecy over big-ticket military procurements, with concerns that news media and opposition MPs could use the information to monitor the military procurement system.
The Canadian Forces is also planning another radar project to feed information into NORAD.
